Specifically: Scratch no longer uses the GPL and SSCL. 3.0 is under BSD 3-Clause, with the exception of scratch-blocks, which is under Apache 2.0.
The Scratch Source Code is available under two licenses: the GPL v2, and the Scratch Source Code License. To create a Scratch modification, it is recommended to start with the SSC Licensed version, which does not contain media trademarked to Scratch, or the ability to upload projects to the official Scratch website.
