You leave a comment by going on a talk page, clicking the pencil menu, then "Comment" (if you want to make a new comment thread), and write like this: "This is my comment.~~~~". If you're replying to a comment, edit the section it's in, and below all of the other comments, write ":My reply~~~~". (Add as many colons before your message as necessary - each one represents one tab).

I really have no idea why that page is there. I did not create it, edit it, nor did I even know about it until you commented on my user page. For stuff like that, you should comment on the article's talk page (Pencil menu / Discussion from any page) and then leave a comment (Pencil menu / Comment).
