You can get Scratch on the Scratch Website (scratch.mit.edu/download). Scratch is available for free on Mac, Linux, and Windows.
To view Scratch projects on the website, you need to have the Java Runtime Environment installed on your computer.
You can go to the Java site and click the "Verify Installation" button to see if you need to install Java: http://www.java.com/en/download/installed.jsp
If you don't have it installed, it should give you the option to install it.
You can download the Java Runtime Environment directly from the Java download site: http://www.java.com/en/download/
The current maximum size is 10MB, but the Scratch Team is working on increasing it.
