Whitelists, because they are lists, can be loaded from a .txt file. There is info.

How exactly do you load things into lists from a .txt file? I'm unsure if this is possible.

Should be deleted?

Since, as the article says, chatroom programs are prohibited by Scratch, shouldn't this article not exist because there is no use since they can't be used for chatrooms? Unless there's another use for whitelists, in which case we can list the use(s).

We also have a Chatroom article...
As far as I recall, whitelisted chatrooms are allowed; besides that, documenting chatrooms is like Germany teaching kids about the Nazi Swastika - it's illegal, but you still have to be told that.

Apparently the chatroom article that Kenny told us about has been deleted. Just so you know. even though this [| announcement] says that chatrooms are prohibted now, the ST later on announced that whitelisted ones are actually allowed. So this shouldn't be deleted, because it has a major use now.

Whitelisted chatrooms are definitely allowed. They're regulated doesn't go against any of Scratch's rules.
Oh no! Ken is going to nicely yell at you. :D
