Should This Page Exist?

It is spreading awareness of an activity that goes against Section 3.5 of the Scratch Terms Of Use. It's kind of like "How to make poison" being in a recipe book

This is just my personal opinion here: I think it's important we at least document the existence of the glitch since it's a significant part of Scratch history and the happenings on the website. Due to the nature of the issue, it's hard to explain what it is without straight-up explaining how to do it. Ideally it would be fixed then we could document it for historical purpose without any worry of being exploited, but I think in this case it's reasonable that we include a warning not to do it. Also, the consequences of the glitch are not critical and do not cause any privacy or security violations. That said, if the Scratch Team asks us to delete this article, we will comply.

I believe the last part of the article is more important - sometimes people accidentally trigger the glitch when they unshare and reshare a project for some other legitimate reason. It's important that this stays up to attempt to prevent hate. Also, it's simple enough that it can happen by accident which means we're not really disseminating information that isn't already common knowledge. Of course, as jvvg says, we will comply if the ST specifically asks for it gone.
