Bumping rule

Sorry if this is badly formatted, I am brand new to the Wiki. In this page it says "It's best to bump after at least 24 hours have passed from the last post or it's no longer on the first page." However, the article on bumping says it has to be 24 hours and it's not on the first page. One of those pages should be edited, but I'm not sure which. I feel like it should be this one. (Feel free to edit this for formatting, I probably got it wrong.)

The article about bumping was recently updated to say "or": Special:Diff/342801
