Remove the "Not Useful" Template

The not useful template doesn't suit with this page. Deleting this page may break the Scratch 3.0 page.

- Yeah, the code for the Scratch 3.0#Gallery section is this page (
{{:Scratch 3.0 Gallery}}). If we were to delete this page, then the Gallery section would be needed to replaced entirely with the code from this page, which would by quite a number of bytes.

- The galleries of the other Scratch versions don't have their own pages. Why should 3.0 have its own gallery page? Personally, I think we should copy the content of this page into the Gallery section of the Scratch 3.0 page.

- This is because the gallery is used on Scratch 3.0 and Development of Scratch 3.0, so it should be moved to the template namespace.
