If this is the 700th article, then why isn't it being celebrated or anything being said about it?

Difference between maintenance and downtime
Ok I think a common misunderstanding here is the difference between maintenance (planned downtime in order to make some sort of technical change) vs. other downtime (unplanned due to some problem going on). The page under its current title should only refer to the former, if we want to include the latter we either should rename this page appropriately or give it its own page.
