Why does this page say that the Style Guides do not have to be followed?
Question is in the title.

- It says that there are cases where its fine to go around the guidelines. This gives some flexibility. It also means that the guidelines should be followed when possible. Makes sense to me.

X different topics
A while back, a user attempted to remove all instances of X different topics from disambiguation pages, on the grounds that Wikipedia does this. These edits were subsequently reverted per S:NOTWIKIPEDIA. However, I think there may be reasons for the Scratch Wiki to consider not doing this independently.
Firstly, the page flows better without the number. Using the page "Blue Blocks (disambiguation)" (old version | live version) you can see the differences here with individual bullet points. The old version contains something that can be read like "Blue Blocks could refer to Motion Blocks" vs. "Blue Blocks could refer to three different topics: Motion Blocks". In addition, it is the standard to flow like this(i.e. My bag contains apples, oranges, and pears vs. My bag contains three different items: apples, oranges, and pears).
I believe the number of items also creates higher maintenance work, with little visible benefit. Therefore, I would propose to have a standard against it. (Note: I do not think all instances of it should be removed immediately, but as needed etc...).

- Yep I support, in fact a script should probably be added to TemplatesFTW to automatically detect and remove those.

Why does this page not have a toc
There is no TOC, but there are no NOTOC tags either. How come?

- TOCs only appear on pages with headings. All the style rules are stored in a table, and not as sections of this page.
