A sprite's costume center, also called the rotation center, is considered the center of the sprite for technical purposes. Each costume has its own center. By default, it is in the mathematical center of the costume.
In the Paint Editor, the costume center is represented by a crosshair in the center of the paint editor's canvas. If the costume's contents in the paint editor are being dragged, the crosshair will appear layered above the dragged contents, allowing the costume's center to be more easily changed.

In Scratch 2.0, there was a button in the Paint Editor which was used to move the costume center to any location without having to drag all the contents of the costume.
