Yeah, I wouldn't put this at the top - and I agree with Scimonster, if there are any stats about this page, then you should probably put it above the toolbox.

Things To Do

The Things To Do link on the sidebar, which links to the Not Done section of the Community Portal, is probably not obvious that it is that. Additionally, since it is near bottom of the sidebar, it might reduce the traffic Not Done has from editors; a topic there states that most topics there are 'left to rot'.

I think the link could be renamed on this sidebar so it states 'Not Done', and potentially moved. Although I think it could be moved to go under Navigation, under 'Community Portal' (as it is a subpage of it), a lot of the links there are meant for both casual readers and Wiki editors.
