Yes, in the Scratch 3.0 vector editor there is an eraser. It is similar to the bitmap eraser but does not work exactly the same way.
Using the Eraser
The vector eraser reshapes images to push them out of its area. Specific objects (such as lines and shapes) can also be erased. To erase part of an object without erasing its surroundings, select it first before erasing. To delete an entire object, select it and press Del or ← Backspace or Delete
