No. The only way to change a username is to create an entirely new account, but please note that data such as projects, studios, followers, and forum posts will not be transferred.

It is possible, but uncommon, that the Scratch Team may make an exception upon request for usernames that reveal personal information or cause gender dysphoria, and in general this only will be done for well-established Scratchers.[1][2] The Scratch Team will then transfer all projects, loves, favorites, and other information to a new account with a different username.[3]

The practice of creating a new account in order to obtain a new username is known as "account moving". One can remix all their previous projects and invite the new account to all the previous studios and then promote it to manager in all of them. This will move almost all of what was on the old account, although the project and account statistics and followers will be lost. One will still have to get the Scratcher rank for the new account, though, which can interfere with moving projects with cloud variables and prevent transferring host status for studios. For moving unshared projects, one can download their projects with File 〉 Save to your computer on your original account and File 〉 Load from your computer on the other.

The idea of users being able to change their usernames has been suggested and declined many times[4] as it would cause a lot of confusion about who is whom.[5] As a result, changing usernames is on the official list of rejected suggestions.[6] However, changing the cases of letters in one's username is not rejected but also has not been implemented.[7]
