Merge Scratch Wiki talk:Sandbox with this (for testing discussions)

Some users use the talk page of the Wiki's sandbox for testing, although this tutorial reccomends Help talk:Welcome/4 for testing talk pages. So most discussion testing is in one place (although some users might still test in personal userspace sandboxes, which I am fine with), I think that users trying to use the sandbox's talk page for testing should be directed to this page or vice versa.
