Shortcut:
The tips window
The "Blocks" tab.
The best way to get information about a block is by using the Scratch Wiki. Scratch Wiki articles can easily be found on search engines or the search bar in the Scratch Wiki (at the top right). A list of blocks can be found here.

Scratch 2.0

The Tips Window in the editor provided information about blocks. It could be found on the far right side of the Scripts Area in the Scratch editor. Select the block that help is needed for for via the "Block" sub-tab or go to 2.0 Tips page[1] for later Scratch versions. This produces information which explains how the blocks work and gives examples on how to use them. Another alternative is to select the "?" tool at the top of the programming window and click on the desired block.

Scratch 1.4

Main article: Help (1.4)

Right-click on the block and choose "help". This produces a help dialog, which explains how the blocks work and gives examples on how to use them. A step by step intro might also show up, displaying the basics of the block. This was also supported in Scratch 2.0.
